Public disclosure for photogs

Editor: As the world cup comes around again (too bad about the men’s cancellation), the winter wedding season, and off tourist season planning from various interest groups, how much public disclosure is required in the hiring process for governmental and pseudo-governmental (tourist bureaus) agencies?
While the number of pro photographers has increased 20-fold over the past decade, I think there is only ever one, maybe two, photographers used by the town of Banff and tourism bureau.
While we don’t need to care about the private voices (ie. the Outlook), public groups should open up their processes to tender like any other public operation. It’s only fair.
While Banff is always for sale for the mighty dollar, its tax-fed components should be operated above board and not at the mercy of free nights at log cabins, fancy dinners and complimentary family photo shoots.
